Abstract
The paper has built a competency framework of university specialists according to employment position, including 6 basic competencies: Academic and professional competence; Advisory capacity; Information literacy competence; Implementation capacity; Capacity for teamwork; Informatics and foreign languages competence. From there, this framework is used to assess the competence of specialists at Vinh University, as a basis for recruitment, employment and training specialists of the university.Keywords:
