Abstract
FIFA is giant family having 211 member associations representing countries and territories world-wide. But FIFA does not have any excellent methods for decision-makings. Consequently, sometimes there may exist possibilities of having accidental errors while making good and big important decisions in FIFA; and there is no instrument in FIFA which can say about the “guaranteed satisfaction” of the 211 member associations at the real time instant of decision makings. In this work the author proposes a Fundamental Reform of FIFA by introducing four most important concepts : FIFA Constitution, FIFA Parliament, FIFA Voting, FIFA Voting Machine, and by introducing advanced models of AI-based Decision Making Methods exclusively for FIFA. It is strongly suggested than only secret voting needs to be conducted in the FIFA Parliament, not open “raise” hand voting, for taking decisions in the Parliament when voting is necessary. The total number of Members of the Parliament is T (value of T could be more than 300) and all of them will be the voters. Five voting methods are proposed. Whatever be the voting method suitably choosen in FIFA Parliament for an agenda-item, the voting and result declaration will take around one minute only. If the proposed theories/policies are adopted by FIFA/IFAB, then it is certain that in future there will be no eruption of any unexpected crisis or issues after any decision making in FIFA. The first and last Goal of FIFA is fulfiment of justice, fairness and satisfaction of four permanent children-like family members of FIFA which are: Football Game, Football Fan, Football Science & Technology as a subject, and 211 member associations. The term ‘FIFA GOAL’ is introduced, and this Goal is always to be scored by FIFA in all its activities.Keywords:
