In the field of analyses of public policy, this research is dedicated to the study about the emergence of new actors of the civil society in social policies of attendance to the children and adolescents in Brazil. The object of this work was to analyze the performance of the non-governmental organizations for the rights of children and adolescents in the Brazilian context of state reform. As results, we can emphasize the position some non-governmental organizations, as a social actors that differs from non-profits organizations acting in the so called "third sector". Meanwhile, there are groups that criticize the inefficiency of the State, putting the supremacy of the marketas potential substitutes of the State. The political action of these organizations, characterized by dialogue, mobilization, participation, that is aiming at qualification of the state, the accountability of public policies, and the reinforcement of the civil society.
