This work present a propagation loss model developed for cluster GSM base station at 2100 MHz in a suburban environment. The measurement of path loss and receive signal strength at various distance for ten base station in Lagos Nigeria were collected through drive test. COST 231 HATA model was used in analysis with the measured path loss using MATLAB. Results of different comparisons showed that measured and modeled path loss were closest at site 3225-3048 with RMSE of 11.25 and correlation of 0.9931.
