The article analyses the characteristics of a quality assurance system of higher education in and in the two past decades. The countries have already established the necessary legislative framework, but a quality assurance system has been operating inefficiently for a long time. Higher education is in need of establishing an independent organization to ensure the quality and enhance quality assurance in higher education.
