The framework identifies basic elements for assessing Vietnamese language proficiency and developing a curriculum of Vietnamese language for foreigners. This paper reports a process of developing Vietnamese language tests based on the Vietnamese Language Competency Framework (VLCF) for foreigners at Thai Nguyen University of Education.
