    <abstract language="eng">Formula budgeting is the most common and simple method of university funding, which is based on the amount of funding for all the resources or just FTE staff, depending on the number of students. The aim is to establish the relationship between demand and supply of resources as a function of the number of students and levels of activity. The paper develops a model of non-monetary break-even in the meters by combining both time equations of time driven activity based costing and formula budgeting. Results for Ukrainian universities show that the tuition fees provide less means of student / teacher ratio, than the one proposed by the Government.</abstract>
