Two research objectives and hypotheses were drawn for this study. There were to determine the effect of special needs and formative strategies on disadvantaged students towards national development. The descriptive statistics was applied with population and sample size determined. Findings revealed a significant positive effect of special needs and formative counselling strategies affect national development through counselling.
