Based on the findings, public elementary school administrators in Don Carlos II, Don Carlos III, Kadingilan I, and Kadingilan II districts were competent in conducting action research as regards to technical aspect, major parts and other parts of action research. The administrators in Don Carlos II, Don Carlos III, Kadingilan I, and Kadingilan II engage in action research to solve problems in school and for professional development. For their non-engagement, it is due to insufficient time and not having access to the books and journals.},
